[Sniper] Boff's sniper list at zone

Boff has advised me that he has set up a Sniper list under the
Zone3act address.  Here is the E-mail from Boff that describes
how to subscribe to this list - It looks like this list does
not have a user front end allowing you to control the options.

To Subscribe, e-mail sniper-request@zone3act.com.au and 
place subscribe in the subject line.
