[Vk1tac] RELAY's in the ACT

At this time we only have one station acting as RELAY and he is just outside
the ACT (VK1AC), this covers Lake George. 

Nearly all stations in the ACT run Ui-View32 in KISS mode, so the TNC does
NOT have RELAY as and alias.

The intention is for VK1RBM-1 to become a RELAY only, and for VK1RGI-1 to be
the WIDE, with VK1AC still acting as the relay for Lake George.
