BETHUNGRA ROVER CREW - CONSTITUTION

NAME

The name of the Crew shall be the Bethungra Rover Crew.

AFFILIATIONS

The Crew shall be affiliated with the Branch Rover Council, Scout Association of Australia - ACT Branch.

OBJECTIVES AND AIMS

The objectives and aims of the Crew are:

  • To develop self reliant, responsible citizens, by encouraging members in Scout Training.
  • To give general Rover Service to the community.
  • To provide activities for Crew members for fun and fellowship.
  • To attract and retain young adults as members of the Scout movement.

CONSTITUTION

  • The Crew shall be open to:
    • Invested Rovers
    • Rover Squires
    • Young men and women

  • The Crew shall consist of:
    • A Crew Leader
    • A Rover Adviser (minimum age 26, maximum age 65)
    • Executive Officers of the Crew
    • Rovers Invested into the Crew
      (Referred to as Crew Council)
    • Rover Squires Inducted into the Crew

DIVISION OF THE CREW

The Crew shall be divided into two stages:

  1. The probationary stage - Rover Squires
  2. The Training stage, after Investiture as a Rover

This structure of the Crew is designed to:

  • ensure that Rover Squires attain a certain standard of Scoutcraft and citizenship to prepare them for Investiture
  • provide a program of activities for Rovers

CONDITIONS OF MEMBERSHIP

Before young people are admitted to the Crew, the following conditions must be observed:

  1. They must be approved by the Crew Council.
  2. Applications for membership shall be made to the Crew Leader for consideration by the Crew Council. Acceptance of any new candidate as a Rover Squire shall not automatically guarantee Investiture as a Rover.
  3. A Rover Squire must be Sponsored by at least one Rover of the Crew; preferably the Rover Squire shall have two Sponsors.
  4. If the candidate has not previously been Invested as a Scout, they must show an understanding of the Scout Law and Promise for a combined Scout and Squire Investiture.
  5. If the candidate has previously been Invested as a Scout, they must be willing to reaffirm the Scout Law and Promise.
  6. New candidates will serve a minimum of a three week trial period before Induction as a Squire.
  7. New candidates will have participated with the Crew in a weekend activity.
  8. The member must have paid the Crew Fee.
  9. A new member of the Crew shall not be a member of another Crew without the permission of the two Crew Councils.
  10. Transferring members of another Crew must fulfil the conditions of membership

TRAINING SQUIRES

Before Rover Squires can be Invested as Rovers, they must have fulfilled the following conditions to the satisfaction of their Sponsor/s and the Crew:

  1. Squire Training shall take least 2 months and generally no longer than 6 months. If at the end of 6 months the requirements are not complete, the Squire must explain his/her actions to the Crew Council. The Squire Training period may be extended after discussion with the Sponsor/s and Crew Leader, who may authorise extensions.
  2. Squires are required to read up to page 45 of the Australian Rover Handbook (ARH) plus Rovering to Success and may be required to give a brief verbal report to the Crew. This is to give an understanding of the organisation of Rovering at both Crew and Branch level.
  3. Squires are required to learn and understand the Scout Law and Promise and Rover Prayer from an adult perspective.
  4. Squires must attend at least one Branch Rover Council meeting.
  5. The Squire must organise a successful weeknight activity for the Crew. Hopefully this would introduce the Crew to a new and interesting activity or hobby.
  6. The Squire must organise a successful weekend activity for the Crew. The emphasis should be something new and interesting. This weekend would normally include the Squire's Investiture.
  7. The Squire is required to complete a Squire Project, generally producing an article for the Crew. The Project must be approved by the Crew before commencement and when completed presented to the Crew for approval.
  8. The Squire must be accepted by the Crew Council before progressing to Investiture. All Invested Rovers have a role in the efficient management of the Crew, and consequently all Invested Rovers have a say in the choice of members.
  9. Rover Squires must complete a Vigil as the final stage of their Training. During the Vigil the Squire is encouraged to think about the future direction of their life. The Vigil is conducted in an inspirational location. The Investiture, which normally follows the Vigil, is conducted with as much ceremony as possible. Only Invested Rovers may attend an Investiture.

Any difficulties encountered by the Squire during Training should be referred to the Squires Sponsor/s or the Rover Adviser.

RESPONSIBILITIES OF SPONSORS

Sponsors are responsible for the Training, as laid down above, of any Rover Squire put in their charge. It is the further responsibility of the Sponsor to report to the Crew when a Rover Squire is ready for Investiture.

TRAINING ROVERS

Rovers are expected to adopt and be governed by the following principles:

  1. Their Promise of Duty to their God, through a conscientious effort to develop their own spiritual life.
  2. Their Promise of Duty to the Queen of Australia (country), through an earnest endeavour to secure proper knowledge of the Government of Australia, and to perform their duty as citizens.
  3. Their Promise of Duty to their neighbours, through a logical development of the Scout Good Turn, after proper preparation and Training in some form of effective service to the community.
  4. Their promise to keep the Scout Law by adopting it as an ideal to be expressed in their actions and in goodwill, fellowship and high moral standards.
  5. Their acceptance of the Aims and Principles of the Scout Movement.

After Investiture Rovers will undertake Training aimed at their mental, physical, spiritual & social development under the following headings:

  1. Practical Training (in bush craft, by outdoor activities, the completion of Projects and Training in service to others).
  2. Collective Training (in world affairs, national affairs, local affairs, cultural subjects and communal service for others).
  3. Completion of their own personal educational program.

The successful completion of this Training is marked by the gaining of the Rover Awards. (See section 14 Awards in the ARH). It should be every Rover's aim to obtain the B.P. Award.

SUBSCRIPTIONS AND FINANCES

  1. Members are required to pay an annual subscription to The Scout Association of Australia - ACT Branch.
  2. Members shall be required to pay an annual Crew subscription additional to Branch fees for Crew fees. The Crew fee shall be set at the Annual General Meeting.
  3. Any member who has not paid their fees for 3 months shall cease to be a member of the Crew unless they can show cause to the Crew Leader or Rover Adviser.
  4. Members on leave of absence will pay fees, compulsory Branch subscription and insurance.

ABSENTEE MEMBERS

  1. Absentee members shall not have the right to hold office in the Crew.
  2. Any member may apply in writing to the Crew Leader to be exempt from attending Crew meetings for an extended period. The Crew may, at it's discretion, grant such a leave of absence. Any member intending to take leave must notify the Crew Leader in writing, stating the expected period of absence.

RESIGNATIONS

It shall be compulsory for a member to resign from the Crew on attaining their 26th birthday.

Members who do not attend for more than three (3) months (without prior notification), shall be resigned by the Crew.

Any Crew member wanting to resign prior to their compulsory resignation may do so by notifying the Crew Leader in writing.

Members and Ex-members remain financially liable to the Crew.

UNIFORM

The uniform is the standard Scout uniform, as outlined in the Policy Organisation and Rules of the Scout Association of Australia, and must be worn at all Crew meetings and activities unless otherwise informed.

  • The Crew colours are green and gold.
  • The Crew scarf shall be a central red scarf with equal green and gold sides yielding gold on the right side and green on the left side when worn.

MEETINGS

The Crew currently meets at 9.00 pm at the Diamantina Scout Hall, Maribyrnong Avenue, Kaleen, unless otherwise programmed.

Business meetings are to be held each month on the Monday following the B.R.C.

The Crew Council (Invested Rovers) shall meet at least once every 3 months.

The Annual General Meeting shall be programmed for February and include elections of the Executive Officers by Secret Ballot.

OFFICERS OF THE CREW

The Crew shall have the following Executive Officers:

Who shall be an Invested Rover preferably with 12 months Rovering experience.

Who shall be an Invested Rover responsible for correspondence.

Treasurer

Who shall be an Invested Rover responsible for Banking and Purchasing

A member of the Crew responsible for all Crew Assets

Rover Adviser/s

An exhaulted position to be treated with dignity and respect, unlike when they were in the crew.

Officers shall be elected by a simple majority, each Invested Rover having a deliberate vote except the Rover Adviser who shall carry proxies for Rovers absent from the meeting. A Quorum for the meeting shall consist of 50% of the Invested Rovers.

The Crew Leader or their representative shall act as one of the two BRC delegates. The other delegate may be any member of the Crew Council.

Any casual vacancy in an office may be filled by an election at a business meeting as per the rules above.

Offices shall be held for a period of 12 months and elections for officers shall be held during the Annual General Meeting.

CREW ADVISER/S.

  1. The Crew may appoint Advisers who will guide & counsel the Crew & it's individual members when such guidance is needed and requested.
  2. Advisers must be over 26 years of age and have finished Rovers two (2) years previously.
  3. Advisers shall be an appointment of the Crew.
  4. Advisers are not responsible for the Crew's actions & policies.
  5. Advisers cannot in anyway bind or obligate the Crew to any policy or undertaking.

CREW RECORDS

The following books shall be kept by the officers designated:

  1. Personnel records by the Crew Leader
  2. Minutes Book by the Secretary
  3. Journal/Ledger and receipt book by the Treasurer
  4. Log Book by the Secretary

MISCELLANEOUS

The Crew prohibits the use of illegal substances on or about Crew activities by members.

CONSTITUTIONAL AMENDMENTS

No rule, provision or stipulation of this constitution shall be amended, altered or rescinded, nor any rule added hereto except by the concurring vote of two thirds by the Invested members of the Crew. One months prior notice must be given to all Invested Rovers before a constitutional vote is held.
